Corean Goverment and people
being in uneasy state owing to
the gradually increasing force
of 東學黨, it is desirable in
view of protecting Japanese.
Subjects in case of emergency to
have some men-of-war brought
to 仁川 together with 100 rifles
to be employed by them as a
means of defence. Two Chinese
men-of-war have come a few
days before. mind however,
there is no apprehension of
such danger at the present
moment. See 機密第三十號信
dated 四月十日.
