(104) as I have telegraphed
to you 東學黨 have risen in
忠淸道 全羅道 慶尙道
and it is said that they are coming
to 京城 they have
killed six Japanese at 天安
忠淸道 but Corean government
is too weak to suppress them,
presence of these boding will not
only disable Corean government
from lenging taxes from these
provinces but will highly prejudice
our interest, and aims it is these a
fore absolutely necessary to assist
Corean government in suppressing
them by sending a company of
our soldiers with go 巡査 ▣
武久 may of prepare this to Corean
government after consultation with 由 縣
if you have no objection.

廣島ニテ陸奧外務大臣 林外務次官

電信ヲ以テ申進ミタル如ク忠淸道、全羅道、
慶尙道ニ東學黨蜂起セリ而シテ京城ヘ侵入
スルノ風說アリ

該黨ハ忠淸道ノ娓安ニ於テ日本人ヲ縛シ之ヲ
殺シタリ然レドモ朝鮮政府ハ勢力微弱ニシ テ之ヲ鎭定スル事能ハズ

如此黨類ノ現存スルハ朝鮮政府ヲ
シテ此等ノ地方ヨリ稅ヲ徵收
スル事能ハザラシムル而已ナラズ我ガ目的ヲ達スルノ防碍
モノナレバ我兵一小隊ト武久率ユル所ノ巡査三十
名ヲ朝鮮政府ヘ貸シ其ノ鎭定方ヲ補助
スル事最モ必要ナリ

若シ貴大臣ニ於テ御異存ナケレバ山縣大將ト 協議の上右ノ事ヲ朝鮮政府ヘ申込ミテ宜敷
