Communicate the following to
count 井上.
Corean Government have lately
asked for the help of Japanese
troops to suppress togakto.
It is in fact duty of Japanese
Government to help them and
such help rendered may become
the basis of retaining our troops
in Corea in future. While such is
the case the Japanese ▣
in 京城 has been reduced to 1
中隊 only and therefore, I communicated
through 兒玉陸軍
次官 that a part of troops under
長谷川陸軍少將 might be dispatched
there. But I am now informed
that you have told him that
as you are going to take your
position there, no such steps
are required. Nevertheless I think
that troops of at least 1大隊
are necessary for the guard of
that capital will you not
reconsider the subject with 兒玉
and arrange the increase of
troops for that defence.
