The following telegram received
from count 井上 dispatch
the following is for 總理大臣安
保兵站部 was burnt down 十月
廿五日 during the night by 東學黨,
interruption of our telegraphic
communication might have been
caused by the event. 東學黨
is gradually assembling in large
numbers in the neighbourhood of
忠州, there being some 20,000 at
西倉 in about 4 里 east of 忠
州 and numbers of them at
報恩, they are reported to attack
忠州 in a few days. At 內倉 in
about 1 里 south of 可興 there
is a body of them and as it is
reported that they attempt any
attack upon us inhabitants of neighbourhood
are greatly alarmed as the
reinforcement from 龍山 has arrived
十月廿六日 will disperse 東學黨 at
內倉 and then will proceed to 忠
州 but as our force is not sufficiently
strong send some more reinforcements
from 洛東 and 龍山
the present state of 東學黨 being
such as given in the above
report from 福富陸軍大尉 at 可興
to 伊東陸軍中佐 it is urgent
necessity for us to suppress them
immediate dispatch of the 5
中隊 of which I telegraphed you
from 仁川 十月廿七日 necessary, when
could they be dispatched, until the
troops I demanded arrive, I shall be
compelled to send out guard of 京城
and even policemen to shift
東學黨 which leave the capital
entirely unguarded and
accordingly give a good
opportunity for British
consul general to land
marine or call detachment
from HongKong garrison
on the piercer that the safe-
guard of 京城 is not sufficient
beside from the inquires
made here I am
inclined to think that there
exist such infection on
the part of British Consul
general. Please take immediate
steps for bringing
the matter before the headquarters
urgency of situation
demands direct communication
with you so that
as to 外務大臣, you will
please inform of this.
